i thought this what what this module does actually. maybe you can add this function.
that is, horizontal facing ajax checkboxes to assign a given permission to all roles. (opposite of assigning all permissions to one role).

The Check Heavy UI module (http://drupal.org/project/check_heavy_ui) adds "check all" checkboxes for both columns AND rows on the Permissions page. This module does not have an official release. There is only a development release available at http://drupal.org/node/505552/release - however I tested it briefly and it seems to work well.

please merge with Check Heavy UI.
i've used it in the past and it works great.

the UI is not only better but also faster and shorter (master permissions anyone?).
