The token list is very long and should be collapsed by default to avoid having to scroll several pages when updating a content type. Alternatively only show the token categories and make it possible to view/collapse them individually.

indeed,
but at the time there wasn't a better alternative,
since fieldsets can't be collapsible within vertical tabs

now there is the #738372: Token UI browser + jQuery treeTable
which should be used (since it seems that nothing else will come up for core)
