Panels stored 'In Code' not available for custom breadcrumb selection

It appears that only user-defined panels are available for selection when creating a custom breadcrumb for panels. The system override 'In Code' panels, even when enabled, do not appear in the drop-down list. We use these panels are used to override the default layouts for nodes, searches, contact forms and others.
