Bug:
create a panel page (I tried modifying the user profile page with panels)
Then put a block into that panel (for a block I tried a block created by FormBlock module, so that people could add nodes directly from their profile page)
then go to your desired block and make it collapsible or collapsible by default or collapsed at all times.
Result: the block inside the panel remains as is -- no sign of collapsible capabilities.
