When comments are been made to any kind of node, I would like to redirect them to the person in charge. Unfortunately, the SEND module never shows on comment pages. Could this be easily changed?

The subscriptions module can do that for you. Or the Actions/Workflow module can (lullabot has a tutorial on doing such a thing).

The admin-rss module provides another way of achieving this functionality.
