If the user manually delete itself from mailing list will this delete from the attached webform too?

No, I'm afraid not, but I'm not sure if this should happen anyways, when you unsuscribe a user from simplenews, should also be deleted in webforms?

Yes. If email is set to be unique in webform, his webform submission should be kept while he is subscribed, to fetch his data from other fields, after he unsubscribes, he must have a chance to subscribe again with same email.
