1. Could we add a flag.count(flag_name, content_id, skip_permission) service for the service integration? With right access permission, if it's a global flag, returns [0,1]; if it's a non-global flag, returns [0,+∞)

2. Please add a "Services integration" term as a component for the Flag Module issue queue.
