#390778: Bumping Topics

I would like to request that bumping topics get added to this module since it is essentially an advanced form of commenting. Similar to the feature one sees on phpBB3 sites. There would be a "Bump this topic" link, and it would just set the topic's last updated date to the current time without really requiring a user to post anything.
