Load ckeditor.config.js option in global settings.

We have the option in profiles of loading a custom ckeditor.config.js file from our theme directory. However, it's not an option in the global settings. As a result, any custom toolbars we define are not listed in the profile settings. I think it makes sense to have this as a global setting.
