Compose Email doesn't show anything

Issue Summary

When I click on Mail->Compose, or content->create content->Compose Email, I'm taking to a view that has "Compose Email" as the header line, but otherwise looks the same as if I clicked "content->create content". It's just the list of nodes that can be created. There is no link or form or anything for actually composing an email.

I saw some other reference to this in a past, closed bug, but their issue got resolved by upgrading to the CVS version (I believe). I'm using the very latest (CVS'd this morning).
