Can't toggle rich text editor on views edit pages

Issue Summary

We can't turn on the rich text editor when we're editing a view.

The link shows up under the text box, but you can't toggle it on. Instead you get an error:

toggletinyMCE is not defined

The link works in other admin areas of the site, such as the blocks page.
