I may be missing something, but why would one use Panels over Blocks?

Panels basically would allow you to put blocks in the content area where there are no blocks. Now certain themes will have a layout that does exactly what you want it to do with blocks, but if you're not a theme developer and need to customize the layout then Panels is the easiest thing you can use to get the job done.
