How do I get this into work ?

Hi,
I'm new to Dashboard Module and its really what I was looking for.(as said by its description)

my site has a blog , forum , aggregator , userpoints feature, voting , and twitter updates.

I need to create a customizable Dashboard for each user(customizable by theirself) , with a default layout.

As the readme, I installe Jquery module(and library) and CTools.

But I couldn't create any widgets and a default layout for the dashboard.

How do I add a new block(made by Views) as a widget ?

How do I add a link below each block - 'add to dashboard' ?

I'm not an expert in php or mysql.

I'm using an aqua theme.
