background color of *entire* page can be altered

So, a user copied some text from another web page into tinymce. And submitted it. It was full of inline color definitions, etc.

The result: The entire background of the WHOLE home page turned to black, and nothing could be read.

How do you strip stuff like this? I don't want any way for tinymce to BREAK the formatting of the whole page.
