Trackback published in node but does not show up in approval queue or "published"

Issue Summary

I am not sure If I totally understand the way this works but here is what is happening on my site.

I have "Use moderation queue" enabled and got a trackback to my site but only noticed this becuase it automatically showed up in the node but did not show up in the approval queue. (Note it also does not show up in published either)

Am I not understanding the way this works? Shouldn't the trackback have showed up in the approval cue first before it was auto published to the node? I also ran cron to see if it would still yet show up either in the published or approval queue and it still did not.
