As a very new user to Drupal I ran into a problem.
I installed Drupal locally on a Synology Diskstation to test. Install was no problem and all ran smooth.
I started to add content (stories) linked to and they showed up fine in the Primary links block no matter if I was logged in as admin/user or not logged in.
To clean this menu block up I decided to add an Item in this menu (Enabled and Expanded) and move the stories one level down.
At that point the menu showed as expected when logged in as admin but was no longer visible as authenticated or anonymous user. Moving a story up again made the menu visible again but only the stories in the "root" of the Primary Link menu would then show up, not the "item" and not underlying stories
I checked user permissions and nearly allowed everything without solving this. I also tried different themes (default and custom build)
I now have Drupal installed on my hosting (installed via Fantastico in Cpanel) and started from scratch. The same thing happened there.
As admin the site looks as I want it to, as anonymous or logged in user I can't get the menu to show as it should.
Any ideas why this happens?

Configure your blocks
I assume you've playedaround in Administer>Site Building>Blocks.
Then select the menu item(s) there to "configure". Make sure all the settings make sense for the ENTIRE hierarchy.
Then double check your menu and perms settings.
Also, your content/view type might be relevant (but you said you messed with perms... so mb not?)
Also, are you using any other modules that could affect anything?
