Using "Switch to rich text editor" in ad hoc add author does not work

Steps:
* For an editor/web editor role
* Create an article
* Add a new author (window overlay, over add article, shows up)
* Try to use "Switch to rich text editor". A new web browser window opens but the rich text editor does not activate on original overlay add author window...

Looks like a broken installation. Probably some javascript error that breaks javascript. WYSIWYG should be enabled by default, you would not have to need to click on that link if everything was working fine.
