For activist sites it's important that communications can be anonymous and not easily traceable to 'societies disturbing elements'.

Most important is to have the possibility to operate over a proxy, but also encryption would be nice.

Both is possible on ircs://irc.indymedia.org

Also there are direct chat programs that work with these features
