I created a menu, added it as a block to a theme and set permissions for a single menu item to administrator only. There is no effect when surfing to the site as anonymous. All menu items are visible and clickable.

I have tried many combinations and even gone so far as to remove all permissions for all roles. Still no effect.

Added dynamic block/menu creation to the dev branch, download the dev branch and test it out.

Using the devel version didn't solve the problem for me.
