I am attaching a patch that adds a new file "multistep.rules.inc" for some initial rules support.

Please test it out and provide feedback to the community.

Sorry for re-opening but the Rules conditions don't work for me. After finishing the form, it doesn't trigger the rule. I either use "Content is Complete" or "Content will Complete". My other rules just work fine. I also run the cron but doesn't change anything.

Any ideas?
