When enabled, Block Access does not push the configurations made through Skinr. These form fields seem to be ignored. Disabling Block Access causes the form to work as desired.

I don't know anything about Skinr, but I would guess it's a problem with that module.

If you're sure it's a problem with block_access, please elaborate, as I don't know what "does not push the configurations made through Skinr" means.
