The archive is now called drush-6.x-3.1.tar.gz instead of drush-All-versions-3.1.tar.gz, is this by accident or are we using this convention going forward?

Thats an artifact of timing during packaging of the release. The right way to get the download URL is to interrogate the update XML that drupal.org emits. This is what drush dl does, FYI. The URL could change for the next release.

Or folks can wait until the RPMs are ready for debian, macports, etc.

nope. i changed the 'version string' in the project release ui about 10 mins after creating the release node and packaging had already made the tarball.
