Lack of i18n files restricts blockbar to english administration

While setting up the "Source Region" input field options, the code in blockbar.module checks for the english names of the region(s) , but these will have changed if the Drupal environment is set up for another language. This renders the tests, which should retain only custom-defined regions for selection, ineffective.

It would help if there was at least a language.po file to help with the translation.

I'm new to CMS, Drupal, and PHP, and trying to set up a (small) news site for french speaking people. Administration should be possible in french.
