Collapse a block: Drupal standard feature?

Issue Summary

I'm not sure this is an appropriate place to post this request but since there wasn't any block module out there, I decided to post here instead... I'm very sorry if this was in a wrong place... Anyway, I ran into several other CMS systems where a block can be collapse/uncollapse. I think this is a very good feature and wonder if this can be Drupal standard feature as well.
