I use UberCart 6.x-2.2 .

On page /cart/checkout/review

I see:

Discount information
Discount: Your discount is 5.0%.
You are saving 0,00 руб.

And the discount is not calculated

How to fix this problem?

Go to admin/content/types/product/edit and select "Enable" on "Set discount".
