Is there a way to restrict/assign to a role the ability to display the material at the main page (whether the user can check the corresponding checkbox when submitting material)?

try going to administer > access control, try ticking the appropriate boxes

try going to administer > settings > content types then tweak it there to allow articles to be published on the front page by default or not

...the last question will be: whether certain publication options can be disabled on a per role basis?

I mean to be able to forbid publications on main page entirely.
