Thanks a lot, i know about it and i set it up. Actually it only has the feature of uploading photos and viewing them by tags and users in nice URLs. There needs to be added a lot more features, but it's a great beginning.

I'm confused about what you need. Why do you say you dont need module development? How do you know that FlickR is possible to duplicate with the existing code? Do you expect graphic design to be included in the quote?
Do you want hosting or installation in the quote?
How big is the system to be sized for? 1 user with 200 pics? 200000 users with professional numbers of pics?
