I'd added a secondary local tasks block and checked "Remove secondary local tasks from the theme's tabs when this block is displayed?" And everything works fine for administrator. But there are duplicate secondary local tasks for anonymous user. It's so, because anonymous user doesn't have any primary tasks. I've attached a patch.
