tabs wrap not respecting sidebar or panel dimensions

Using drupal 6.17 and all the latest modules, tabs inside a mini-panel that houses four views, do not wrap until after overflowing. Overflow:hidden does cut off the tag mid-way, but the whole tag does not wrap to the next line. I've tried every css trick I know and I can't seem to coax the last tag into the second row. Any suggestions on how to make this work or is this a bug? See attached.
