If you're talking about your personal Drupal site, you can create a role called Forum User or something that has forum access. Then just apply that role to the users you want to be able to access your forums!

Hello, What I am trying to say is when someone try to join my Drupal froum it will give me the option to allow or not allow them to join. Hope I am making abit clear.

Also how do I change the URL so I don't get this page?
http://serverextremehosting.com/community/ I wanted my members when they click on the above link
(cpanel-wtv.com ) and the images next to it. It will take them to this ADDY
http://serverextremehosting.com/community/forum.
Thank you

When you say Drupal Forum do you really mean a simple Drupal Site, as in "mainly static content written by 1-2 people with a forum for general chat?".

If so, simply give Authenticated Members forum access, and if they misbehave, block them.

To restrict access to the whole Drupal site,
go to: administer>settings>users
Select "Visitors can create accounts but administrator approval is required." If you're the admin, you'll get an email telling you whenever someone wants to join, and you go to administer>users to approve their request to join.

To restrict/grant Forum access rights, use the taxonomy access module

go to: administer>settings>general
In the "Default front page" box, type "forum" (no quotes).
