What I need to do is send out a digest at 7am and 3pm everyday of all the story type content. At the moment what I've done is set the interval to every 8 hours, and then set up the subscriptions at exactly 7am or 3pm.

The time of day where the notifications are sent out will wander.

If you really need 7am and 3pm, then set "As soon as possible" and run cron only at those times.

There's no guarantee that a single cron run will be able to send out all notifications, though.

(Don't assign yourself until you intend to work on an issue.)
