Quick summary: Signup.module should provide an optional approval workflow for attendees.
My site is a collection of groups, some of whom know each other, some of whom don't. I'd like to offer them the ability to open up some of their events beyond their targeted groups, but still keep total strangers from taking up all of the slots at a limited-capacity event. Rather than letting the user signup and having the event owner cancel the signup (awkward social experience), I'd like a node-creation option to moderate signups, the same way that content/organic group membership can be moderated. So, signups with this option are "Pending" until "Approved" or "Denied" by the event coordinator.

that'd be a lot of work. i'm personally not interested in this, so don't expect it to happen on its own. ;) if you really want this, you can:
a) write the code yourself
b) find someone else who wants this who can write the code
c) hire someone else to write the code
d) [maybe] hire me to write the code
unless you select one of those 4 options, i hereby predict this issue will languish in this queue forever... if, however, you are successful in finding someone willing/able to work on this, i'd be willing to review, and if the code is reasonable and doesn't make the rest of the module too horribly complicated, commit it. that's all i can offer at this point...

FWIW, you have this option in the Volunteer Module. In fact, there's 'approve', 'deny' and 'wait'.
