term images require taxonomy_content?

Having installed taxonomy_context, I successfully added images to a taxonomy term with the node_image module by following the link in the term description box that taxonomy_context generates. Also, I see the full size image that I uploaded in that same message box. Does that mean that if I didn't have taxonomy_context installed, I couldn't associate/upload/display images with terms?
