The regular Garland theme has a lighter blue bar at the top of the content area which normally shows the breadcrumb.
In tinsel this area is placed about it's own height lower down, which makes it look a bit strange.
Tested in Firefox and Chromium. Drupal 6.17.

That looks like you're using a PE template that is not using the tinsel header/navigation panes.
The problem with Tinsel is that Garland wasn't really designed to be modular, so unless you use the provided default tinsel page template, things don't look right.
My setup doesn't look like that, and the telltale sign to me is that the primary links on there are also misplaced, which is what happens when using a simpler panel template.
