This has been an outstanding issue for a while.
The 24 column fixed layout needs RTL CSS in 960-rtl.css and a new file needs to be added 960-fluid-rtl.css that will have all RTL code for the fluid layout options.

This will need to apply to both D6 and D7 version of the Omega theme...

I'd like to see someone take this issue up if there is interest. It will be some time likely before I can sit down and get it all written.

Updating this issue, noting that the 32 column grid also needs to be added to the list of RTL items needed.
