We're going to need a VCAPI-esque block that provides the "Most active projects", like the one at http://drupal.org/cvs.

sdboyer commentedNope. The definition of "active" is much more complicated now (and not even agreed-upon), and this block has always been controversial anyway. Putting this into phase 3, where we can figure out if/when/how we actually want something like this back.
