This looks like a very useful module. Does it have the ability to combine terms?

I'm afraid not, no. How would combining terms work though? Would it simply, when combing A with B, tag all nodes that were tagged with A, also with B? What else would it need to do?

Good question.

The way I would envision it:

You could tag all term A's with term B's. Then you could delete either term (a or b) manually in the taxonomy manager
