There´s a module named mimemail http://drupal.org/project/mimemail that allow to send html format mails. It has a submodule named css compresed that make the css styles into inline css, needed to show correctly the html mails in webmails that not allow css body messages.
Now this module no include css images into the mail body, its encode images in the same way of this module.

This module encode all images, even css images. Now can they works together?????
