No restriction types when adding a restriction

When I go to the Specific Restrictions settings page and click add a restriction, on the add a restriction page (admin/store/settings/restrictshipping/add)
I have nothing under the Restriction type: heading.

I'm assuming I need to add a restriction type (See #854780: You are not allowed to delete "None" on the restriction types settings page for why I can't) but there is nothing to tell me this.
Displaying a heading with nothing underneath it is not so good.
It would be good if there was a message to say I needed to add a restriction type if there are no types.

This form then allows the user to submit even though there is no restriction type.
I'm not sure if that is a problem or not because I don't understand the workings of the module yet, just wanted to note it.
