I'm working on upgrading my site to 4.7. On my test site, I have found that after the upgrade, users are asked to accept the termas and conditions again upon entering the site, even though the terms and conditions have not been modified.

I haven't looked into this in any depth, but it might be worth checking if you have overwritten any relevant DB tables during your upgrade process? If so, you may be able to restore the pre-upgrade status of your users by copying the old data back over the empty table? Just a thought, could be wrong. Like I said, I haven't checked! :)
