Does the live filter work in a block as well. If I choose a filter exposed in a block in basic settings of a view, the live filter does not work.

Use the blockcache_alter module and set the block to no caching and then js works fine.

Maybe I was not precise enough. In an exposed filter block there is the "Filter button" which should not be there for a live preview. Blockcache_alter does not hide this button.
