i had the same problem as in this issue: http://drupal.org/node/744736
users could not upload files. installation was done following the instructions in the module FAQ. it worked on a fresh install.
so i disabled modules and discovered that WYSIWYG image upload was working again as expected when Localization Client module was disabled.
featuring this as a task rather than a bug since don't know where the problem is (no errors in drupal or server logs)
