No check for Channel vocabulary adds a second vocabulary with same name

When installing om_timeslot_scheduler after om_broadcast_sync, the Channel vocabulary that was added by om_broadcast_sync is added again, creating two vocabularies with the same name. In the code I read a @todo about adding a check for broadcast sync variable, for this check to be added.
