No check for existing Channel vocabulary adds another one with the same name

When installing om_broadcast_sync after om_timeslot_scheduler, the Channel vocabulary that was added by om_broadcast_sync is added again, creating two vocabularies with the same name. No checking if vocabulary already exists.
