I have 2 different drupal test sites running on my Windows XP (French) laptop under XAMPP (apache friends):
. one is a fresh install of Drupal 4.7.3
. the other comes wrong 4.6 successively updated at each release.

On the fresh test site, the language of what's displayed in the block is spannish.
On the other test site, the language seems to be english although what's displayed is invalid (question mark instead of month name): 2005 年 12 月 (6)

i found the same problem, the work around that worked for me was to delete the language subfolders, and then reinstall the module.

The procedure is indeed to delete the language folders if you're not using them, this has now been clarified in the README.txt.
