I'm interested in allowing users to upload photos through my site and either into their flickr account, or a generic account if none exists. Is this possible based on the API. I'm willing to provide some sponsorhip to get this built.

The whole point of flickrstickr is to grab photos from flickr and insert them in a user-friendly fashion. If a user wants to view his photo's on your site, he can just upload them to his own flickr account. If you want users to upload photo's to a flickr account using your site, then you'll need another module (not sure if such a module exists already).
