Use $form_state instead of $form for vid in taxonomy_vocab_relate_submit()

If a form is submitted with drupal_execute(), the vid may not be set in the $form array in taxonomy_vocab_relate_submit(). The vid will, however, always be set in $form_state. I have attached a patch to make this change so the module can support both manual and programatic methods of creating a related vocabulary.
