There was a report that digests are sending blank digests. We should only send digests if there is a mailing.

Seems like this should be some basic logic in the mail-out.pl framework.

There is also a problem that not all users of a group get the same digest because somehow the order of how the messages get included is wrong.

This is being looked at briefly this afternoon. We are hoping for a solution that Killes might be able to implement.
