I can't seem to find this file in any theme, views module, ctools or whatever I can find which is remotely related to this function.
Where could it be? :)

Sorry for reopening this but would you mind sharing your knowledge?
I think this needs at least a documentation snippet to prevent people's searching for a non-existent views-view-jump-menu.tpl.php, for after all the "error" is shown. leex claims a good reason for "works as designed" - I'd appreciate to understand why.

It shouldn't be too rarely a use case to "jump to an anchor within the current (view) page". For the time given, sitebuilding options end at loading the whole page again only for jumping to a (rewritten) anchor. With no template override option, people without development skills get stuck.
