I want to create panel-based pages for first pages of my sections. I want to put one page/article in main part of selected panel and two block with views (first: list of articles in selected taxonomy - this is done by two different views and one multilingual block; second: teaser of newest article - not done yet).

But if i put selected node, users always see one language version (Polish) on this page with possibility to click English.

I want to make this in a way which allow to switch all content to English when users select English (in language selector). Note: I have all my content translated.

For me the main disadvantage is that views and panels modules does not have possibility to hold different language versions.

Could someone provide me some help how to do that, please?

For the display of views you can use a filter to show only content in the language of the user. I am using this option on my panels and it works perfectly.
